Command channel

Hey,

i hv been just thinking about last year and the command channel creation.
I think that it was little bit strange, that only clan leader has been able to create command channel, even if other members bought item for it, had privilegies and also clan skill for it.

On every other server we have been able to do it also w/o clan leader.

Clan Imperium skill should allow every clan member with appropriate rank to create a CC. You can test.
