NPC Buffer - more information

1. The buffs a character can receive from the NPC are progressive.
2. The higher the character level, the better level of buff you can receive.
3. The buffs are limitted to buffs a PP/SE or EE can obtain prior to 3rd class transfer. (no PoF, PoW etc.)
4. Each buff costs adena and it's duration is 1 hour.
