Will the Mob lvl/Agro patch and drop spoil (ingame) patch be added on the server? and is it allowed to use them if no?

im not saying from every mob lol, but u wont make 5-6 lvls on retail to get this quest...

drop rate should be increased when the exp rate is increased aswell.

Well i know there is a way to bypass this, but still it should be changed :(

Quest monsters Honey Bears appear not in the chance matched to the rates of the server. I made 5 lvls till I got all the items...
It shouldnt be like this on x16...
