Augment: Active Empower lvl 10 - broken?

Hello GM.

Active Empower lvl 10 on my weapon, I make happy face.

Now i test it, and see my new MATK - its like, 51 more than before - not much, 1% of total matk.

Is this broken? I think it should be more im sure?

Know that pmfun doesn't have always valid info but it seems that it should be like this. These augu are not overkill, it's just little bonus.
